I'm Tom McVeigh with the law firm of Williams Mullen in Washington DC. Our mission today is to tell you what you need to know about ITAR. This briefing is designed for senior company executives such as the president, CFO, marketing director, and the whole senior staff. Our goal is to help you reduce liability and make good business decisions. If you are involved in any way in the areas of Defense Intelligence, Homeland Security, aerospace, law enforcement, or government-sponsored research, you need to know and understand ITAR. As you may have heard, the export laws are in the process of being amended. This is called the Export Control Reform. Most of these changes will go into effect in the fall of 2013 and throughout 2014 on a rolling basis. I will discuss many of these changes today. However, it's important to note that most of the cornerstone principles we discuss today will continue even after the Export Control Reform. The reform changes are very technical. However, most, if not all, of these cornerstone principles will continue to be in effect. There are actually three areas of export laws. ITAR is administered by the State Department and governs military products. The Export Administration Regulations, administered by the Commerce Department, cover commercial products. The US sanctions laws, administered by OFAC (Office of Foreign Assets Control), are also relevant. In this briefing, we will primarily focus on ITAR. However, we will briefly touch on the other two areas to show how they all fit together. Now, let's start with ITAR.
