Certification is only required if the end-user is a  person whose possession or control of the equipment or item is needed to meet U.S. security requirements or other specific  responsibilities that the receiving agency identifies. Note: The Department of State, United States of America has determined that a “qualified end-user” is any person with  a valid, unencumbered, and in good standing foreign commercial air carrier license, with applicable endorsements, that is authorized  to carry out transactions that require it to perform the functions described in paragraph (c) of this section.
